FACILITY

McDermott Pool, Sandy Lane, Warwick, Rhode Island is a 50-meter covered pool with 6 non-turbulent lane lines, Colorado Timing System and touch pads, limited interior seating but with access to outdoor patios spaces. Failure to abide by rules defined in this notice, posted at the facility or determined by the Meet Referee or Meet Manager may result in ejection from the facility.

FORMAT

This meet will approximate the expected formats of the NE championship meets planned for this summer; however, the format may be modified slightly due to time and facility constraints. Except for the 400-yard events on Friday night, the 13 & Over or Senior/Open age groups will swim in combined trials and finals heats (prelims in the morning and finals in the evening). The top 18 swimmers in prelim will return to swim three "senior" final heats (championship, consolation and bonus) in the evening and there will be a fourth heat of the next best 14 & Under year old swimmers in that event. The 400-yard events and the 12 & under age groups (i.e., 11-12, 9-10, and 8&Under) events will be swum as timed-finals. The 12 & Under swimmers will also swim in combined heats, but awards will be given in 8 & Under, 9-10, and 11-12 age groups. 12 & under swimmers will only be allowed to swim as seniors/open if they have verifiable 11-12 "AA" times or better. Those 12 & under swimmers who qualifying to swim in the "open" group must choose to swim either in the 11-12 or Open group (i.e. they will not be allowed to swim both) for a given day’s events. There are no other qualifying time requirements for events in this meet.

ELIGIBILITY

All swimmers must be 2001 USA Swimming registered swimmers with New England Swimming. Please include USS number on the entry form. Swimmers may register with Mary Riddell, 20 Cleveland Rd., Needham, MA 02492. Age eligibility is determined by the age of the swimmer on May 25, 2001 and must be shown on the entry form. All coaches on deck must be registered with US Swimming and present their coach membership cards.

ENTRY INFORMATION

Swimmers entered in the senior/open age group may enter a maximum of eight (8) events with no more than three (3) events per day. The 12 & under swimmers entered in 8 & under, 9-10, and 11-12 timed-final events may enter a maximum of twelve (12) events with no more than (5) events per day. Entries must be submitted to Walt Meissner and will not be accepted any earlier than Saturday, April 14, 2001 or any later than Tuesday, May 15, 2001. All entries arriving on or before April 14 will be counted as arriving on the first day. All entry times must be submitted in meters. NT or "no time" entries are not allowed and will be scratched immediately upon receipt of the entry. If a swimmer does not have an official "meter" time for a particular event, a coach’s time must be used instead. This meet swims age groups in "combined" heats so please use extra care to enter your swimmers with times that closely represent what they should swim.

Email Entries: Email entries with a standard SD3 or CL2 data file of your team’s entries attached are encouraged, provided the payment of the meet fees accompanies the entry or arrives before the entry deadline (Tuesday, May 15, 2001). We will not accept an entry (either email or sent overnight mail) until all meet fees are paid. If you are submitting your entry via email, you may pay your team’s meet fees using "Paypal", a web based payment system that transfers money between two accounts. If you do not already have a Paypal account and/or you need help paying by email, you may call or email Walt Meissner at 508-384-2925 or wcm@bu.edu. Make Paypal payments to wcm@bu.edu. You may prefer to hand deliver or overnight/express mail your payment. Once your payment and email entry is confirmed, you must also send a hard copy of your entry with your summary sheet to the address below (regular mail is acceptable provided it arrives before Tuesday, May 15).

Other Entries: Send a diskette with a standard SD3 or CL2 data file and a hard copy of your entry, either using the enclosed form, or a computer print out containing the entry in a similar format, with your summary sheet and checks cover meet fees on or before Tuesday, May 15, 2001. United States Postal Service Overnight Mail is the preferred mailing method. If Overnight Mail is used, indicate that the package be delivered even if no one is there to sign for it.

Except for some conditional update of times (to be later defined in this notice), entries may not be changed after they are submitted. Exceptions to this policy are at the discretion of the Meet Manager or Meet Referee. Seed cards are not required. Meet fees will not be returned or credited to new entries for scratches or errors in the entry.

Whether sent using email or regular mail, all entry forms must be accurate, legible and complete. No fax, telephone, or deck entries will be accepted and all fees must be paid before an entry is accepted. Please mail the hard copy of your entry with a signed entry form and payment to: Attleboro Bluefish; C/o Walt Meissner; 55 Jennifer Drive; Wrentham, Ma 02093

FEES

When submitting an entry in a standard SD3 data file as defined by US Swimming, the entry fee is $3.00 per individual entry in events 200 yards or less, and $4.00 per individual entry in 400 yard events. In accordance with the entry rules specified by New England Swimming, if an entry is not submitted in a readable standard SD3 format, the entry fee is an additional $0.50 per individual entry (e.g. $3.50 for events 200 yards or less and $4.50 for 400 yard events or more).

The check for entry fees should be made payable to the Attleboro Bluefish Swim Team.

PROCEDURES FOR CUTTING THE MEET (please read this section carefully)

The number of entries will be limited so that no session exceeds the four-hour time limit. If the meet becomes oversubscribed, entries will be cut by the date the entry and payment is received. If email entries are sent without payment, they will be ignored until a Paypal payment is received or the check for the entry arrives in the mail. All entries and payments arriving on or before Saturday, April 14, will be counted as arriving on the first day (i.e., April 14). If the meet should become oversubscribed due to multiple team entries arriving on that first day or some later day, entries and/or teams will be denied entry into the meet using the following criteria:

Teams who have not paid all required meet fees;
Swimmer entries that have no time or "NT";
Teams who submit entries containing errors, that are not importable, or are illegible;
*May reduce of number of events allowed for timed-final sessions;
*May reduce the number of swimmers in 400-yard events by time;
If still oversubscribed, may have a lottery of the teams who’s entries arrived on the last day
 when the meet became full.

* If the Saturday and Sunday afternoon sessions of timed-final events exceed the four-hour time limit, we may consider reducing the total number of entries per swimmer allowed from five (5) events to four (4) or three (3) events. If the Friday night session of timed-final 400-yard events exceeds the four-hour time limit, we may limit entries to one event per swimmer for that session or establish a cutoff time for each event.

We will resist limiting the number of events or cutting by time. We will only consider it if we exceed the time limits due to entries from multiple teams arriving on the last day before the meet became oversubscribed.

Again, please take note, we are intent on being fair to all teams attempting to enter this meet, and entries will not be accepted until payment is received.

UPDATING TIMES

We are mindful of the fact that entries are usually submitted many weeks before the date of the meet and that many coaches may not yet have accurate times for their swimmers. It is particularly important for entries in this meet to have accurate times since both trials & finals and timed-final sessions will swim age groups in combined heats. We ask that coaches take care to submit good times for their swimmers so swimmers of similar ability, even if of different age, are swimming in the same heats. Therefore, we are permitting teams to update times up to May 15, 2001. This meet will run using Hy-tek Meet Manager program and Hy-tek allows for times to be updated electronically provided the updated entry file does not add, subtract, or change events of the swimmers from the original entry. Please email an updated entry file to Walt Meissner before May 15. We will manually update times only if the new time differs by more than :01 for 50 meter events, :02 for 100 meter events; :04 for 200 meter events; or :10 for 400 meter events.

SCRATCHES AND POSITIVE CHECK-IN

All scratches and positive check-in must be submitted to the Clerk of Course’s Desk before the established deadline for the day’s events. Deadlines are:

Positive check-in is required for the 400-Free and 400 IM held on Friday, May 25 and must be confirmed at the Clerk of the Course’s Desk before 5:45 PM.

All scratches for each subsequent day’s events (Saturday, May 26 and Sunday, May 27) must be submitted to the Clerk of the Course’s Desk at least 45 minutes before the session begins (i.e. 6:45 AM for morning session and 12:30 PM for afternoon session). Any swimmer who fails to compete in an individual event heat in which he/she is entered and did not scratch before the session deadline will be barred from further competition for that day. The swimmer will also be automatically scratched from the following days’ events unless the Clerk of Course has been notified of the swimmer’s intention to compete by 7:00 PM the evening before the next day’s events. Finals are considered a continuation of events started with trials.

Any swimmer who competes in an individual trial heat and qualifies for championship, consolation, bonus or the special 14 & Under final heat and fails to notify the Clerk of the Course of his/her intention to withdraw from finals within 30 minutes of the announcement of the preliminary results and does not compete nor is excused by the Meet Referee, will be barred from all subsequent competition in the meet.

AWARDS

Ribbons for 1st through 6th will be given in each individual event in each age group (8&Under, 9-10, 11-12, and Open). As with this year’s championship format, the additional 14 & Under final heats will not be scored or eligible for awards. Awards will not be mailed or saved, and must be picked up by the end of Sunday final’s session.

RULES

2001 USA Swimming rules will govern all competition and warm-ups and the decisions of the referee will be final unless a written protest is lodged within 30 minutes of the heat being protested. Disabled swimmer forms are required by USA Swimming and are available from the New England Swimming office.

OFFICIALS AND TIMERS

All teams are asked to provide an appropriate share of officials and timers. Please include with your entry a list of your team’s eligible officials, their phone numbers, and the session(s) they are available to work. Officials are encouraged to contact Paul Maker at (508) 384-8480 or email him at makerp@fcl-us.net before the meet. Teams will be asked to supply a number of timers for each session based on the number of swimmers entered. Team lane and timer assignments for the Friday night session and the morning trial sessions will be posted on the ABF website and included in the meet program. There will be no team lane assignments for the evening warm-ups of "final" sessions.

SAFETY, BEHAVIOR AND IMPORTANT RULES TO NOTE

All team and individual warm-ups and warm-downs shall be under the direct supervision of the respective swimmers' coach, or individual designated by the referee. Any swimmer participating in the meet without a USA Swimming registered coach must report to the referee before the warm-up for the session. Diving will be prohibited during warm-ups with the exception of the sprint lanes when they are announced. Glass containers are prohibited in the pool area, including on the patios and in the locker rooms. No smoking is permitted inside the building or patio areas.
